San Juan Water District Director Pamela E. Tobin Elected President of the Association of California Water Agencies

Granite Bay, CA – The Association of California Water Agencies (ACWA) elected Director Pam Tobin as President for the 2022-23 term on December 1 at its Fall Conference in Pasadena.

Director Tobin is only the second ACWA President from the Sacramento region during the Association’s 111-year history and is the fourth woman to serve in the role. This is the first time in ACWA’s history that two women will serve as President and Vice-President. Cathy Green, Director of the Orange County Water District, was elected as Vice-President. ACWA is a statewide association that represents more than 400 public water agencies in California.

“I am both humbled and proud to have been elected to lead the Association of California Water Agencies,” Tobin said. “While we have many challenges before us – we also have tremendous opportunities. I know through the collective expertise and experience of ACWA’s members that we can tackle any problem.”

As President, Director Tobin will head ACWA’s leadership team that will guide the Association’s advocacy and collaboration with the Newsom Administration, California Legislature, the Biden Administration and Congress to protect and promote California’s water interests.

Director Tobin has served on the San Juan Water District Board of Directors since 2004, including three terms as Board President. She also has served multiple terms as chair of both the Sacramento Regional Water Authority (RWA) and the Sacramento Groundwater Authority and was the recipient of RWA’s 2018 Distinguished Service Award. She was elected vice president of ACWA in 2019 after serving as chair of the ACWA Region 4 Board in 2018-19.

While Director Tobin is responsible for representing all members of ACWA in carrying out her leadership duties, her presence in ACWA leadership will help to elevate the issues of importance to San Juan Water District and the Sacramento region.

“As President of the state’s premier water association, I hope to harness the spirit of ACWA members to meet this critical moment in California water,” said Tobin.
