San Juan and two of its wholesale customer agencies - Fair Oaks Water District (FOWD) and Citrus Heights Water District (CHWD) - have been working with a regional coalition of water suppliers to conduct a groundwater substitution water transfer to two agricultural water purveyors in the southern San Joaquin Valley. FOWD and CHWD pumped a total of 3,600 acre-feet more groundwater this year to serve their customers (approximately 18% of their normal deliveries to customers,) and the surface water that would have otherwise been supplied to them by San Juan was transferred to the SWP buyers. All costs associated with the transfer were covered by the sale. Revenues generated above the costs have been shared by San Juan and FOWD/CHWD, which will help reduce upward pressure on future rate requirements.
